Riverview Rezoning Public Hearing TONIGHT!

There is a public hearing tonight on the proposed rezoning of the Riverview Neighborhood, to a village concept.


For weeks now, you may have noticed the rezoning proposal signs in Riverview, but you may not know what the proposal was all about.

All Riverview residents received in the mail, a letter from KHRA about the rezoning proposal, the rezoning amendment, and the announcement about the public hearing. That hearing will be in the Mead Auditorium of the Kingsport Public Library on Broad Street. Go through the library main entrance, and straight to the back past the computers, through the back door, past the restrooms to the Mead Auditorium. There is no access from the outside.. you'll have to go through the library to get to the auditorium.

There is a proposed amendment (which is below) to the City of Kingsport's Redevelopment Plan to authorize districtwide Tax Increment Financing (TIF).

The letter states that the amendment is administrative in nature to the existing Downtown Redevelopment District that leverages taxes collected within the downtown area, as financing for continued improvements in the downtown area, of which Riverview is a part.

The letter further states that the amendment has no bearing on the amount of city or county property taxes paid, so there is no financial impact to the property owner by this proposed change.

The meeting is being held by the Kingsport Housing and Redevelopment Authority, and the purpose of the hearing is to get the public's input on the adoption of the village concept by the KHRA and Sullivan County, Tennessee.

Adoption of the village concept will also expand the current redevelopment district boundaries, and the use of Tax Increment Financing will be used to fund the concept.

Please study the proposed amendment below, if you plan to attend the meeting to voice your opinion. If you cannot go to the meeting, please study the amendment below anyway, because it has a direct bearing on the changes coming to the Riverview Neighborhood.
